Bank of Baroda in South Africa

Bank of Baroda’s Departure from South Africa: A Retrospective

Johannesburg, October 17, 2025 – In 2018, Bank of Baroda (BoB), India’s state-owned international bank, concluded its 21-year presence in South Africa, citing strategic rationalization of its overseas branches. The bank’s exit was influenced by several factors, including legal challenges and regulatory scrutiny.

Legal Challenges and Gupta-Related Accounts

In 2017, BoB faced legal action from Gupta-linked companies, such as Oakbay Investments and Optimum Coal Mine, which sought to compel the bank to maintain their accounts. The High Court in Pretoria ruled that BoB could not be forced to continue servicing these accounts, emphasizing the bank’s right to terminate business relationships based on commercial considerations. Regulatory Scrutiny and Compliance Issues

The South African Reserve Bank’s Prudential Authority fined BoB R400,000 in 2019 for non-compliance with the Financial Intelligence Centre Act (FICA). The fine was imposed after inspections revealed deficiencies in the bank’s controls to counter potential money laundering and terrorist financing. (news24.com)

Conclusion

Bank of Baroda’s departure from South Africa in 2018 marked the end of a significant chapter in the country’s banking history. The bank’s exit was influenced by legal disputes, regulatory challenges, and strategic business decisions, reflecting the complex landscape of international banking operations in South Africa.
