India’s Nayara Energy Delivers First Diesel Shipment to China in 4 Years

For the first time since 2021, India’s Nayara Energy, which has ties to Russia, is dispatching a shipment to China. This move comes amid significant sanctions from the European Union, causing challenges in maintaining oil procurement from Russia. A report from Bloomberg noted that Indian diesel is currently en route to China, marking a notable development since tensions escalated between the two countries following border clashes near Ladakh’s Pangong Lake.

The vessel, named EM Zenith, departed from Nayara’s Vadinar terminal carrying approximately 496,000 barrels of ultra-low sulfur diesel on July 18. This shipment left just hours before the EU announced new sanctions targeting the Rosneft-supported refinery in response to the ongoing conflict in Ukraine.

Initially bound for Malaysia, the cargo ship made an unexpected U-turn in the Strait of Malacca, where it remained anchored for 12 days. Due to the EU’s sanctions, several Nayara shipments found themselves stranded in the region, according to further reports.

Bloomberg later updated that the EM Zenith’s destination is now Zhoushan, China.

In a separate report, Bloomberg pointed out that Nayara is poised to receive its lowest-ever crude supply this month as the U.S. and EU continue to tighten sanctions on Russian oil exports.

Nayara Energy is partly owned by Rosneft, the Russian oil giant, which faced sanctions from Brussels in July. The last delivery to Nayara occurred on August 9, and ship-tracking data indicates that no additional shipments are expected this month for the refinery.

Nayara’s Payment Challenges

Due to EU sanctions, Nayara is experiencing difficulties with payment processing. Consequently, the company is requesting advance payment or letters of credit prior to dispatching fuel shipments.

Additionally, the State Bank of India, the nation’s largest public sector bank, has halted processing international trade and foreign exchange transactions for Nayara Energy, following a recent imposition of tariffs by the U.S.

Are U.S. Tariffs Bridging India and China?

The relationship between India and China has faced significant strain since the 2021 border skirmish. This incident prompted numerous military-level discussions, leading to agreements established last year. Recently, External Affairs Minister S. Jaishankar met with Chinese President Xi Jinping to discuss updates on bilateral relations.

National Security Advisor Ajit Doval is also expected to engage with Chinese Foreign Minister Wang Yi in upcoming talks, as preparations are made for the Shanghai Cooperation Organisation Summit.

Amid the U.S.-China trade tensions sparked by high tariffs imposed by former President Trump, recent actions may inadvertently foster better ties between India and China as they navigate the complexities of international trade.

The ongoing dynamics of U.S. tariffs, the situation in Ukraine, and the multifaceted relationships between these countries may heavily influence future developments. How do you think these factors will continue to shape international relations?
