Italian Steelmaker Considers Offers for Ilva Plant Investment

## Italy Receives Bids for Ilva Steel Plant

Italy has seen ten bids for the former Ilva steel plant, according to a recent statement from national steelmaker Acciaierie d’Italia. However, only two of these bidders are interested in acquiring the entire asset portfolio of the company.

### Withdrawal of Initial Frontrunners

In an unexpected turn, the two primary contenders—Baku Steel Company from Azerbaijan, in partnership with the Azerbaijan Investment Company, and India’s Jindal Steel International—have backed out of the tender. This news is a setback for government efforts to revitalize the plant.

### Remaining Bidders

The two entities still pursuing the complete acquisition of Ilva comprise Bedrock Industries, a private investment firm from the US, and a consortium that includes the US-based Flacks Group and the Slovak steel trader Steel Business Europe.

Eight other bids have been submitted, many targeting specific assets of Ilva. These offers include proposals from Renexia (part of the Toto Group), Industrie Metalli Cardinale, and Marcegaglia. Once recognized as Europe’s largest steel plant, Ilva, based in Taranto, has struggled with management issues and environmental concerns. The facility has endured years of financial instability, necessitating multiple state interventions to support its operational viability.

### Challenges for Bidders

According to Italian media, Baku Steel withdrew its investment plans due to local opposition against the establishment of a regasification vessel essential for powering eco-friendly electric furnaces. Meanwhile, Jindal Steel has redirected its interests toward Thyssenkrupp in Germany, which is also for sale.

### Evaluation of Offers

The most recent round of bidding concluded at midnight on Friday. Acciaierie d’Italia announced that its team would require “an adequate period of time” to assess the submissions, emphasizing considerations around employment, decarbonization, and the overall investment needed to foster sustainable development at the plant.

### Response from Industry Stakeholders

Italy’s metalworkers’ union, UILM, criticized the tender process, labeling it a “total failure.” They noted that the two investment funds seeking to buy Ilva’s assets lacked the necessary industrial credibility. To prevent a complete shutdown of the former Ilva facility, leading to a significant environmental, employment, and economic crisis, UILM suggested that nationalization is the only viable path forward.
