Oracle Financial Services Faces Scrutiny in South Africa Amid Corruption Allegations

Oracle Financial Services, a subsidiary of the global technology giant Oracle Corporation, is under intense scrutiny in South Africa following a comprehensive investigation into its dealings with the National Treasury. The Special Investigating Unit (SIU) has uncovered significant irregularities in the Integrated Financial Management System (IFMS) contract awarded to Oracle in 2015, valued at R822 million.

Investigation Findings

The SIU’s four-year investigation revealed:

  • Conflict of Interest: Evidence of a senior Treasury official’s involvement with Oracle during the contract award process.

  • Irregular Procurement Processes: Non-compliance with supply chain management policies and legislation.

  • Financial Mismanagement: Fruitless and wasteful expenditure, with minimal deliverables from Oracle despite substantial payments.

In response to these findings, the SIU is initiating civil proceedings to cancel the contract and recover the funds paid to Oracle.
