Tata Steel’s Strategic Initiatives in South Africa Amid Industry Challenges

Johannesburg, August 30, 2025 – Tata Steel’s subsidiary, Tata Steel KZN, has been actively involved in South Africa’s steel industry, particularly in the ferrochrome sector. In 2006, the company inaugurated a R670 million ferrochrome plant in Richards Bay, KwaZulu-Natal, aiming to produce 135,000 tons of high-carbon ferrochrome annually. (news24.com)

In January 2013, during a period of electricity shortages, Tata Steel KZN demonstrated corporate responsibility by shutting down two of its furnaces for two months. This decision was made to assist Eskom, South Africa’s power utility, in managing the national grid’s stability. (business-standard.com)

However, the South African steel industry has faced significant challenges in recent years. In November 2023, ArcelorMittal South Africa announced potential closures of its long steel operations, citing factors such as weak domestic demand, competition from local scrap metal recycling mini-mills, and imports from China. This move threatened approximately 3,500 direct and indirect jobs. (timeslive.co.za)

In response to these challenges, the South African government has been proactive. In March 2025, the Department of Trade, Industry and Competition (DTIC) engaged with ArcelorMittal South Africa to prevent the closure of its long steel operations. The government provided financial assistance through the Industrial Development Corporation (IDC) and approved funding under the Temporary Employee/Employer Relief Scheme (TERS) to sustain nearly 3,000 employees over the next year. Additionally, the International Trade Administration Commission (ITAC) initiated a review of the steel industry’s tariff structure and considered implementing an import surveillance system.
