Upcoming Spectrum Expansions for South African Telecom Operators

In contrast to the situation in India, where telecom operators are seeking additional spectrum from the government, South Africa appears to be taking a more proactive approach. Recent reports indicate that the South African government has instructed its communications regulator to increase the availability of spectrum to operators. This decision comes amid an anticipated surge in data demand during the three-week lockdown initiated to curb the spread of the Coronavirus.

Government Response to Increased Demand

Minister of Communications, Telecommunications, and Postal Services, Stella Ndabeni-Abrahams, has directed the Independent Communications Authority of South Africa (ICASA) to create a framework that will temporarily enhance the availability of spectrum. While the regulatory process is reportedly nearing completion, specific details about the amount of spectrum to be released and the timeline remain unclear.

Some challenges lie ahead as many ICASA staff are working remotely, which could potentially slow down the regulatory process. Nonetheless, the leading telecommunications provider in South Africa, Telkom SA, has welcomed the introduction of temporary spectrum. The concerns among operators are palpable, as they are bracing for network congestion driven by heightened social and business activities while more South Africans remain indoors.
